The question
Working intelligence with visible evidence limits
The idea was easy to say and hard to do. We had findings we believed in, and we wanted to know whether they could become a working capability rather than a shelf of encouraging results. Could they hold exact outcomes, earn genuine operating benefit, and still tell us plainly when they had nothing supportable to offer?
Research journey
How the work unfolded
We started by putting those earlier discoveries to work across a large retained family of evidence. From the first day we kept successes, rejections and unresolved cases apart from one another, because a total that blurs the three is a total nobody should trust.
Then we pulled the achievement into its parts. Exact preservation, lower retained information and faster operation each had to stand on its own. It is easy to let one strong result lend its confidence to the others, and we did not want that.
Harder assessment changed the story on us. A capability we were pleased with weakened, then recovered late, and recovered unevenly. We kept all of it, because we had just been shown the difference between an encouraging result and a durable one.
We moved Orion into a larger family to see what would carry. Dependable loading and handling came with us. The strongest equivalence we had established did not, and saying so plainly is part of the result.
Turning point
What changed the direction
The turn came when stronger follow up overturned our assumption that promising performance would last. We kept the weakening and the uneven recovery as evidence in their own right rather than as noise around a good headline.

Orion left us with a working governed capability holding exact retained outcomes, meaningful efficiency, honest refusal and partial transfer, with every failure and correction still visible.
Significance

Orion is why we now judge capability, efficiency, refusal and transfer separately. Each has to answer to the evidence on its own.
